Saudi Electricity Company signs SAR 12.83 billion deal for two new Riyadh power plants

Saudi Electricity Company (SEC) has signed Power Purchase Agreements with Saudi Power Procurement Company for two large-scale combined cycle gas turbine (CCGT) power plants in Riyadh. The agreements cover the PP13 and PP14 plants, each with a production capacity of 1,678 megawatts, bringing the total to 3,356 megawatts.

The contracts were signed on October 23, 2025. SEC is the sole owner of both facilities. The agreements are valued at SAR 12.83 billion and have a duration of 21 years.

The financial impact from these agreements is expected to be realized over their entire term starting in 2025.

“Saudi Electricity Company announces signing of Power Purchase Agreements (ECAs) for 2 large scale CCGT power plants with a combined production capacity of 3,356 MW, namely the power plants are:1-PP13 with production capacity of 1,678 MW. 2-PP14 with production capacity of 1,678 MW. Both power plants are wholly owned by SEC and located in Riyadh city in the Kingdom of Saudi Arabia,” according to the company statement.

The contract involves ownership and operation responsibilities for both PP13 and PP14 CCGT power plants. No related parties or additional information were disclosed.
