TA’ZIZ awards $1.99 billion contract for major PVC complex in Abu Dhabi

TA’ZIZ has awarded a $1.99 billion engineering, procurement, and construction contract to China National Chemical Engineering & Construction Corporation Seven, Ltd. (CC7) for the development of a major polyvinyl chloride (PVC) production complex in Ruwais, Abu Dhabi. The announcement was made during ADIPEC.

The new facility will be the first of its kind in the United Arab Emirates and is set to become one of the world’s largest integrated single-site PVC complexes. It will have an annual production capacity of 1.9 million tonnes of marketable PVC, ethylene dichloride (EDC), vinyl chloride monomer (VCM), and caustic soda. These products are essential for industries such as construction, infrastructure, packaging, and healthcare within the UAE and internationally. The project is scheduled for completion by the fourth quarter of 2028.

Mashal Al Kindi, CEO of TA’ZIZ, stated: “This award marks a key milestone in TA’ZIZ’s journey to build a globally competitive chemicals and transition fuels platform in the UAE. Localizing the production of critical chemicals like PVC and caustic soda will strengthen the country’s industrial resilience, generate considerable in-country value, unlock new downstream manufacturing opportunities, and deliver significant long-term value to the nation’s economy.”

The contract follows earlier EPC awards for ammonia and methanol facilities at TA’ZIZ as part of its Phase 1 expansion plan with a total ecosystem capacity targeted at 4.7 million tonnes per annum. Once operational, TA’ZIZ will become a leading regional producer of PVC, EDC, VCM, and caustic soda.

It is estimated that this first phase will contribute approximately $50 billion to the UAE economy over its lifetime while creating about 20,000 construction jobs and 6,000 operational roles. The platform aims to support local manufacturers by enabling them to produce hundreds of new end-products domestically for the first time.

These developments align with ADNOC’s objective to establish itself among the top three global chemical producers.
